Who We Are
The Welcome Environmental Coalition Inc. (WEC) is a group of residents, families, friends and neighbors of Welcome, MD and the surrounding communities. We have joined together for the purpose of preserving and maintaining our land, our wildlife, our homes and farms. We are a non-profit organization.

Mission Statement
Our mission is to preserve the integrity of our agricultural and residential community. We want to protect our environment, our pure water, our serene country lifestyle, our safety and our families. We have an abundance of wildlife and flora, some endangered, and we have wetlands and tributaries that lead to the Chesapeake Bay. Keeping the ecological system intact is very important to us. As a small community in a rapidly growing county we are being threatened with commercial business wanting to move in, strip mine our land and destroy our community. We are asking Charles County officials to enforce our own county laws to prevent this from happening.

HELP SAVE MILL RUN FARM!! This site contains information on the proposed special exception surface mining permit for Mill Run Creek Horse Farm. A special exception is a request to change existing zoning laws designed expressly to protect the agricultural preservation zones and residential community of Welcome, Maryland.

The petitioner is requesting approval by the Board of Appeals for a special exception for the mining of sand and gravel. The proposal is to mine the site (Mill Run Creek Horse Farm) in five phases of approximately 30 acres each (138 acres total) over a five-year period. 

Maryland is a major source for gravel and rock in the mid-Atlantic region, and as other areas develop and object to mining, Charles County has been increasingly and disproportionately burdened with mining activity and expected to tolerate and bear losses associated with this activity. Research shows that not all gravel mining proposals are successful. Chaney Enterprises was defeated at Zekiah Swamp and Florida Rock was defeated at Douglas Point.

On May 15, 2006 neighbors and interested parties gathered and created the Welcome Environmental Coalition (WEC). They reviewed actions to date and information gathered thus far. The proposal for the special exception, staff report, and site map were reviewed by all
(see links to the left of this page).

Concerns: Environmental, property value, noise, air pollution, road traffic, water pollution, well water threat, endangered species, gravesite disturbance, lack of proper noise and debris barriers.

  • The proposed plan adds approximately 50% to the existing gravel truck traffic already present on route 6. It would also add 200 trucks (or 400 trips per day) on Saturday, which is not customary on route 6 at this time.
  • Due to the high water usage of gravel mines, it is anticipated that shallow wells and deep wells may fail. 
  • Water disposal is an issue, as this would impact protected zones and flood adjacent property compromising use of septic fields.
  • Legal research has been done to establish the nature of protection from injury, loss of use of property, and damage assessment.
